Dr. Philip Carrigan was elected to serve on the CLC Board of Trustees on April 9, 2013. He previously served on the Board from 2005-2011.

A native of Massachusetts, Dr. Carrigan earned an undergraduate pharmacy degree from the Massachusetts College of Pharmacy, a master's degree from Northeastern University and a Ph.D. in pharmacokinetics from the University of Connecticut. Dr. Carrigan finished his graduate studies at the University of Buffalo. In 1974, he accepted a position with Abbott Laboratories in Lake County. In 1985, Dr. Carrigan was promoted to the Volwiler Society at Abbott Laboratories in recognition of his scientific contributions to the company. Dr. Carrigan retired from Abbott in 2004 after more than 30 years of service, primarily in the area of pharmaceutical research and development.

Dr. Carrigan has been a longstanding volunteer in the Lake County community in the areas of homelessness, hunger and prison concerns. He currently serves as co-chair on the Staben House and Staben Center advisory boards (transitional housing programs in Waukegan Township) and was involved in the formation of PADS (Public Action to Deliver Shelter) in Lake County. He volunteers at St. Anastasia during the PADS season. He is a board member of the Faith Food Pantry in Zion and serves on the Lake County Community Action Project board. CAP's programs include Head Start, transitional housing and a food pantry.

As a board member of the John Howard Association, a Chicago-based prison reform and monitoring organization, and as a volunteer for Prisoner Visitation and Support, Dr. Carrigan visits county, state and federal prisons on an almost weekly basis. In Waukegan and Lake County, Dr. Carrigan is an Executive Board member of the Coalition to Reduce Recidivism. He is a member of the CEASE FIRE Advisory Council, a gun violence abatement program in the North Chicago and Waukegan communities. In addition, he currently represents the College as a member of the Governing Board of the University Center of Lake County.

Dr. Carrigan resides in Waukegan with his spouse, Mary Clare Jakes. His daughter, Erin, is a 1999 graduate of the College of Lake County.
