College of Lake County Appoints New Vice President of Student Development

College of Lake County (CLC) has named Angela L. Frazier, Ed.D., its new vice president of Student Development, a key executive leadership position. Frazier replaces Karen Hlavin, who has served at CLC for 25 years, and will transition to the executive lead for the college’s Workday student module implementation until her retirement April 30, 2026.
Frazier is a dedicated higher education leader with nearly 30 years of experience focused on student success, equity, and institutional transformation. She served as Vice President of Student Services at Waukesha County Technical College and Vice President of Student Success and Engagement at Dominican University. Throughout her career, she has led strategic initiatives to improve academic advising, student support services, engagement opportunities, and technology integration, resulting in increased enrollment, retention, and student satisfaction.
"I am honored to join the College of Lake County and contribute to its mission of empowering lives through learning,” Frazier said. “Student success is at the heart of everything I do, and I look forward to collaborating with faculty, staff, and students to create an inclusive, student-centered environment that fosters engagement, equity, and achievement. Together, we will build innovative pathways that support all students in reaching their academic and career goals.
A first-generation college graduate, Frazier is committed to removing barriers to education and ensuring all students have the support they need to succeed. She holds a Doctorate in Higher Education and Organizational Leadership & Change, underscoring her dedication to advancing institutional effectiveness and student-centered policies. In addition to her administrative work, she has a passion for teaching, teaching English Composition, and a seminar course focused on student success and personal growth.

Frazier will begin her employment at the college March 31.
