Proof of residence status

Community colleges in Illinois classify students by “residency status” for tuition assessment and enrollment tracking. You are considered a resident if you own and/or occupy a dwelling as your permanent home residence in Community College District #532 and you are a U.S. citizen, U.S. Permanent Resident, or have been approved for Asylum, Refugee or Parole status.

You can verify residency by providing one of the following:

Illinois driver’s license or ID card issued by Illinois Secretary of State Office
an Illinois voter ID card

OR by displaying two of the following, which must display your name and current address:

auto registration
lease
mortgage or home purchase contract
official mail of current bill statements such as cell phone, utility, credit card, auto insurance
paycheck stub
tax bill
high school transcript

Determining your residency status

Students who are U.S. citizens, U.S. Permanent Residents, or who have approved Refugee, Asylum, or Parole status can be considered for in-district, in-state, and out-of-state residency. All other immigration statuses are classified as foreign residents.

You are an in-district Illinois resident student if you are:
- a student who is 18 years of age or older and who has lived in Community College District #532 for at least 30 consecutive days prior to the start of the term of enrollment. Notwithstanding the above, students shall not be classified as in-district even if though they have met the general 30-day residency provisions if they are:
  - Federal job corps workers stationed in the district;
  - Inmates of state or federal correctional/rehabilitation institutions located in the district;
  - Students attending under the provisions of a contractual agreement with another community college; or
  - Full-time students attending a postsecondary educational institution in the district who have not demonstrated through documentation a verifiable interest in establishing permanent residency.
- an unemancipated student under 18 who has at least one (1) parent, stepparent or court-appointed guardian who meets the 30-day residency provision in the section above.
- Students who are currently under the legal guardianship of the Illinois Department of Children and Family Services or have recently been emancipated from the Department and who had a placement change into a new community college district are exempt from the 30-day requirement if they demonstrate proof of current in-district residency.
- Any graduates of a recognized high school or students otherwise qualified to attend a public community college who reside in Illinois but who do not reside in any community college district within the State.
- Students who move into Community College District #532 for reasons other than attending College of Lake County are exempt from meeting the 30-day requirement above.
There are some communities within Lake County where CLC only serves a part of its residents. If you live on a community college border, your property tax bill or voter registration card will name your community college.
You are an out-of-district Illinois resident student if you live in Illinois, but you are not a resident of Community College District #532 as defined above. This includes residents of the Barrington, Ill., public high school district.
To be classified as residents of the State of Illinois, students must have occupied a dwelling within the state for at least 30 consecutive days prior to the start of the term of enrollment.
Students shall be classified as Illinois residents without meeting the general 30-day residency provision if they are:
- Federal Job Corps workers stationed in Illinois;
- Members of the armed services stationed in Illinois;
- Inmates of state correctional/rehabilitation institutions located in Illinois; or
- Employed full-time in Illinois.
Students who are legally domiciled outside the State of Illinois but within the United States and its possessions are considered out-of-state.
Students who are legally domiciled in a country other than the United States are considered foreign country residents.
